New HowTo card - data transfer

Transfer is covered technically by card on LFT/ownCloud but the actual process is not clear.

This (small) card should cover all steps of data transfer:

Receiving data:

• data classification
• technical transfer (ticket in ServiceNow) + checksums
• DISH (link to webdav / Zenodo) + some additional agreement
• Daisy (record of agreement, dish data, transfer in Logbook)
• final destination

Sending data:

• legal coverage
• Daisy record
• technical transfer (ticket in ServiceNow/ OC link)
