if map has SHOW OVERVIEW, the legend/comment/clear are not displayed at all

If map has SHOW OVERVIEW, the legend comment CLEAR are not displayed at all.
When project is loading, legend/comments/clear are displayed, show overview is not. When project is loaded, the show overview appears and legend/comments/clear disappears.
