Manually-added user cannot agree to ToS

I've added a user manually, tried to access a visible map. I was prompted to accept the ToS, but my "OK" was rejected, see screenshot.

Javascript console says: {reason: "active can be updated by admin", error: "Access denied."}

The user was set to be "Active" manually.
