Admin panel: Create new user - default privileges

When creating a new user, in the "NEW USER" popup:

• [DEFAULT PRIVILEGE FOR NEW PROJECT] should be in the "Privileges" tab, not in the "Projects" tab
• "Select all" column should be added the "Projects" tab
