Admin panel: Inactivate subtabs in add project
The subtabs in "Add project": "Overlays", "Submaps", "Images" should be inactive if no required information is uploaded.
Gitlab will go in to maintenance on Friday 5:30pm since SIU is doing Isilon maintenance and we use isilon shares on the Gitlab
