Map management privilege does not enable Edit/Remove buttons

- Map management privilege does not enable Edit/Remove buttons (they are inactive)

- Manage configuration enables Edit/remove buttons, but if a user changes some map's parameters, he can not save them (access denied error is thrown after clicking save button)
SUM UP: map management privilege works correctly if it goes together with manage configuration privilege
