Cannot re-upload plugin in admin panel

I deleted from Admin Panel GSEA plugin. I can not re - upload it, as I see Plugin is already registered error. I can upload it for a particular map in UserView.

I am not sure if issue is not the same as mentioned in #686 (closed)
