Privileges migration for USERS

1. User that in MINERVA 13 has project privileges: manage overlays or manage comments or both, does not have in MINERVA 14 modify project privilege. The user has modify project privilege for a particular project if he had in MIN13 Add project and view project for that project.

2. DEFAULT PRIVILEGE FOR NEW PROJECT - are not migrated at all.
