Allow plugin to hide left panel

@marek.ostaszewski should the plugin be allowed to hide any panel on the left, or only some specific?

what about opening left panel?

• the plugin should have access to information about currently opened left panel
• the plugin should be able to close a specific, or any left panel
• the plugin should be able to open a specific left panel

created branch 309-allow-plugin-to-hide-left-panel to address this issue
