merge vouchers with vouchers type in configuration study

Currently in config study there are two checkboxes: vouchers and voucher types. Let's merge these two checkboxes into one checkbox Vouchers. Now, if in config study, vouchers is unchecked and voucher types is checked, adding vouchers is not possible, but in adding/editing a subject voucher types checkboxes are displayed.
