Updating mdc from both remote nodes

This adds requests to remote node 2 in the workflows that update MDC content.

The MR includes changes in the workflows associated with assets metadata and with DAR statuses, but also some improvements in the python scripts (timezone handling, dealing with leading / in urls, ...)
