Polishing _Language_ menu

Polishing Language menu:

• remove sorting from flag, edit, delete (this sorting is available also on other pages);

• add tooltip or info in order to inform about its purpose;

• question: As user can add few times the same language (Ids are different), but maybe it should be restricted?

• the date tag shows [the current date-1]:

@ewa.smula the date of the tag comment is generated when smasch service is started so they won't show current date. For example, I just restarted the service and they now show today's date.

I think @ewa.smula is right that the it should be the current date (not the date when service was started :)).

Yes it should but I said so because we shouldn't expect it from the way is code it. I don't know what the intention was. I can fix it yes.

Sure. I just wanted to point out that the last two issues should also be addressed:

• it should always be current date
• language name should be unique. I can work on it.
