Polishing _Language_ menu

Polishing Language menu:

• remove sorting from flag, edit, delete (this sorting is available also on other pages);

• add tooltip or info in order to inform about its purpose;

• question: As user can add few times the same language (Ids are different), but maybe it should be restricted?

• the date tag shows [the current date-1]:
